Yes, and that was prior to the ratification of the Constitutional Amendment that says you only get two.

A president cannot be elected to more than two terms. So no, they can't serve two terms, wait awhile, then run for a third.

A president can serve more than two terms if he (or she) comes to office as a result of the death or removal from office of the previous president, provided they did not hold the non-elected presidency more than two years.

Thus Lyndon Johnson, who was president for 1 year after the assassination of JFK, would have been eligible to be elected twice more. He was elected once (1964) and chose not to run for what would have been his second term (1968).

Both Bushes served only two terms.
