Twin relationship behaviour abnormal?

Hi all,

So my DTs are 26 month.

DT1 loves DT2, she'll always include her and wait for her etc

DT2 is just in her own world and doesn't give a shit and her favourite thing is to wind up and upset DT1. So watching on the baby monitor DT1 had a book and DT2 just went out of took it and was just running around the room smiling whilst DT1 was crying her eyes out saying 'No xxxx, no xxxx... over and over again.

Now my approach to snatching etc is not to referee them DS1 is 4 so all them together work it out and talk to each other. However earlier that broke my heart and I'm just wondering what I can do??

Is it normal? Just to upset your twin for no reason? And then to laugh when she's crying her eyes out?

As this happened to anyone else and also any advice would be great

My DT2 is still like this with DT1 at nigh on 4 years old!
