Affordable double umbrella stroller

I need to get a double stroller that collapses down as small as possible for holidays.

Can anyone recommend?

Have you considered 2 cheapy singles??

I have but the first holiday we need it for is Disneyworld and it's possible one adult will have to push both twins whilst the other is away with our DS and the thought of pushing 2 buggies at once doesn't appeal!

Single buggy each +those adapters that join them?

Not sure if it would benefit you, but I’m sure you can hire Out and About Nippers from
Disney world so you don’t need to bring one? Obviously doesn’t help if you also need one when not one disney!

The Cuggl Elder Twin from Argos is a decent cheap double, if your twins are sturdy enough for it! (Can't remember if the minimum recommended age is 6 months or a year). It's very basic so doesn't recline or come with a rain cover or anything, but it's handy for quick trips and folds neatly.
