Mess from neighbours

Hope someone can give some advice!

Our next door neighbours' house is let out to a group of lads(some sort of council project). The trouble is, they've thrown rubbish all over the front and back garden and in the small alleyway between our houses and I believe this is contributing to vermin. In addition, their drain is blocked, it stinks and now the water has overflown across to our side and is pooling under our shed. I've called the letting agency but nothing has happened. What can I do? Can the council help as both houses are privately owned?

Yes. It's a health hazard - phone environmental health and explain the situation.
