have been with ntl, now virgin media for many years. we upgraded to the V+ box but the service is so bad we want to cancel. they say because we are breaking the contract we will have to pay £200, but it was only an upgrade. can they do this?

When you upgraded, they would have sent you a letter saying that by accepting the upgrade you would be committing to pay the new subscription rate for another 12 (or more) months

If they're not providing the service that they are meant to then you could possibly argue that they are the ones in breach of contract.
