When to report a move to add housing element to Universal Credit

Hi all -

I currently receive universal credit but do not claim housing. I work part time and care for my DD who has autism. I am moving very soon into private accommodation and will update UC via my journal.

I wanted to ask how straight forward is making this change and having the housing element added? I’ve already paid deposit and first months rent. The agency and landlord know I claim benefits and with the help of a guarantor I secured a place but I don’t want to risk any issues. I move in 4 weeks. Do I notify UC before I move? Or once I’ve moved?

If you've no previous housing costs I'd say add it now. Even if you've not formally moved I assume you will be in and out of the place getting it ready.

Report it as a change using your journal. The system will ask about rent. the landlord, bedroom count etc plus questions intended to identify cases where tenant and LL are related. They'll need to verify the information, probably via a Job Centre appointment.

The Housing Costs will be added for the whole of the AP in which you adise the change; they don't apportion it.

You are supposed to declare it the day you move, it doesn't matter to them whether you've already paid a deposit and first month's rent. I guess you could declare it early, but it won't make any difference as to when they calculate your housing entitlement from.

You also won't get a part payment. The housing element will be paid from the next assessment period after you move.

Thanks for replying. There’s someone else currently living there but I have a tenancy agreement with a start date - should I still add it before?

And no current housing costs as I’ve been staying with family.

On the day. I believe it will not accept the changes ahead of time (money advisor here).

But you are not eligible for housing element unless you meet the occupation condition

I was aware of that but at what point in moving in over time does one meet the occupation condition?

If I were writing an MR submission on the subject I'd need to look at ADM but I'm pretty sure there's a tipping point short of staying 100% of the time.

@Bromptotoo Fair enough. I’ve always advised the day you move in. Plus Op says someone is still in the property so I guess they can’t change utilities etc until the day they move in.

Thanks, I'd missed the point about peopple still being there.

I'd agree date you move in but if that happens by degrees don't be too worried about counting early days.

I would always advise the day of moving in also.

i was asking the same questions as I am due to move out on the 1st of October with my son have never claimed housing element and I’ve been told to do it as soon as I move. It’s so stressful isn’t it not knowing when to declare things etc but yeah definitely do it the day you move in :)

UC won’t let you report the change before it happens.
If you use a date that doesn’t match the tenancy agreeement, they won’t be able to verify it.
Report on the 01.10.26.

Be aware as it’s private rent, you will get a ‘to do’ to upload housing evidence once you’ve reported the change.
You will need tenancy agreement plus some proof of address.
Proof of address can be utility bill or council tax bill.

Thanks! I knew I’d probably have to give them evidence such as a utility/council tax bill. But if I declare on the day, I wouldn’t have these right away and could take weeks to obtain.

I’m worried that it won’t be awarded by the time the next round of rent would be due.

So you’ll have until the 19th to verify to make sure it’s in your payment on the 26th.

Can you ring the council before you move in for council tax?
I think you can as long as you have confirmed tenancy date.

It’s a pain especially when private rent.

Sometimes they accept bank statements/driving licence but they don’t always seem to (don’t really know why) so maybe update your bank in the meantime and have a bank statement as back up.
