Is it possible to get Council Tax support in these circumstances?

I've recently been able to end my Universal Credit claim as I've started to receive a small workplace pension from before I became a carer. It just takes me over the threshold for UC on income and capital. It also means that help with rent for our private rental (through the UC housing element) and Council Tax has all ended. The CT bill is thankfully reduced because of SMI and carer disregards but the extra CT I'm going to have to pay after losing CT support with the rest is still going to be quite a lot, especially on only a small pension and Carers Allowance. I live with and care for DC(22) who receives UC (with LCWWRA) and PIP (both enhanced). DC is profoundly disabled and needs my full-time care around the clock.

I'd tried to find out by searching online in spare minutes whether DC could receive some CT support to contribute towards the bill. The advice online seemed to be that yes, the bill could be split between us, with me paying my half and DC receiving help towards the other half, which seemed to make sense and to be fair, rather than me having to pay it all. However when I rang our local council hoping to arrange this I was told that DC is not allowed to be added to the bill to equally share the CT liability because she is classed as SMI, and without being added to the bill she cannot receive CT support. That seems a little like Catch 22.

Is anyone with the relevant knowledge and experience able to advise please?

What you have been told does match what our council says too, unfortunately.
