Social tariff and basic state pension

Trying to help a relative, has anyone successfully received a social tariff for internet/phone when they are not on pension credit? If so are you happy to share which company allowed this.
Relative gets basic state pension and attendance allowance, no other income, sends a few emails and needs a phone for emergencies. Really trying to help bring the bills down and thought this might help.

I'm on PIP and not on any means-tested benefits, and I got the Voxi For Now social tariff (unlimited data, calls, texts for £10 a month). But it's oniy offered for 6 months, then you go onto their standard £10 tariff (20GB and available to anyone).

Have they ever applied for pension credit? I wondered if they might be eligible because getting attendance allowance means the theshold amount is higher for qualifying.
