Debit cards rejected

DD is in Uni and has been trying to pay for a weekend trip (as part of a club she has joined), through the Student Union.

One card cancelled the transaction stating 'unsecure or possible fraudulent transaction' so she tried her other bank card (different bank) and that's also been rejected stating 'insufficient funds' - not true.

Can someone please think of any reason why this would happen?

Have some expenses such as hall fees gone out not cleared. So within the balance but not be available to spend, The next Student Loan instalment won't have come in yet.
