I had a fine for a traffic offence, I live abroad but came to the UK for Christmas 2019, did the misdeed on 2 January and left the country on 5 January. Due to COVID I was unable to return to the UK for about 18 months. In October 2020 my neighbour said that someone was hanging around outside the house who turned out to be a bailiff. So I didn't receive the original ticket, the reminder, the court hearing notice, or the court judgment.

Non-receipt of relevant paperwork can sometimes be a valid reason to get the judgment set aside - though I still had to pay the original fine. So you would start with who took you to court, and what notices they gave about it. If everything is sent to the wrong address then that's a good start...

It's quite common for car owners to update the DVLA with their change of address for their driving licence when they move, but not the VC5 for their vehicle, which has to be done separately.

If this happens and they then get a parking fine, all the correspondence will go to their old address.,
