Child Trust Fund to Junior Isa- can I choose which shares/stock?

I need some advice, my son's child trust fund hasn't been performing so well He's 14, so not long to go until he can access it. My hope was that it would be sufficient for university fees (if he wanted to take that route), but it really isn't. Is there any providers of Junior ISA's which allow you to choose which stocks and shares you can invest in?

We are using Vanguard, combination of Lifestrategy 80 and Global All Cap, up over 16% in the past year.
