Daft question about agency

Had letter to apply for UC as part of TC migration. Would you say if someone is with an agency but hasn't worked for 2 months is still classed as employed?

Is the no work in last two months because it's not been offered, perhaps due to school hols, or a choice you've made?

In practice though, unless you're not required to seek work, then UC may ask you to seek work, ie put you in the all work group.

Its just frustrating. The only reason i'm applying for UC is because of the TC migration
