Discount on flat due to broken windows

I’ve offered on a shared ownership resale flat and have since discovered that all the (upvc) windows in the property and stuck shut.

I have asked the vendor to fix - given it could just need a bit of a shove or a day of a handy man tinkering.

Worse case scenario, all windows need to be replaced.

Having reviewed my lease, the management company is actually responsible for windows. So, next course of action is raising with them and asking for a discount/ for them to confirm windows will be replaced.

If I was the current occupant I’d be onto the housing association to make them uphold their obligations. A bit miffed the vendor hasn’t done this already tbh… he’s been living for years with non-opening windows!

Has anyone had a similar situation? What did you do?

It doesn't bode well for the future really does it? I'd be wary of proceeding
