What power do Paypal have to sanction companies that have not delivered items paid for?

I paid over £70 for items I've not received. Their courier's (EVRI) 'proof of delivery' was merely a screenshotted GPS map advising that their vehicle had been in my street. This isn't - of course - proof of delivery.

Before I escalate it to Paypal, I'd like to know what happens to the company - what power they have?

I don't think Paypal would do anything, if you paid by credit card you'd be better trying your bank.

PayPal will refund you and take the money back from the seller. If the seller has more than a few charge backs they will close their account.

But, don't forget. This isn't the sellers fault, although it is their responsibility.

If there's delivery confirmation (a GPS track counts) then you're going to find it difficult to get any sort of refund through PayPal, although that should be your first port of call. What funded the PayPal payment? Unless it was from a balance you'll probably end up having to deal with them.
