Moving house

Hi

Hoping for some advice from anyone in the mortgage or home buying field...

I currently have a mortgage but have found a property that I love and want to make an offer on, my house is not even on the market yet.

Firstly, can I even make an offer before I have a Mortgage In Principle (with the new house I would be remortgaging to have a joint mortgage with my partner, I currently have my mortgage alone).

And secondly could I just add my partner to to my current mortgage and we just take my current mortgage over to the new house if the offer was accepted.

Also not sure on the current climate, I know there's been talk of going into recession - would now be the absolute worst time to be moving house and remortgaging?
