went on a website that said we may be entitled to the surestart maternity grant, I checked on government website that said if we received child tax credits at a rate higher than the family element we would be eligible.

what does a rate higher than the family element mean, sorry if I sound reall thick.

any insight greatly appreciated

It means if your award notice shows you get CTC at more than £42 a month or £92 a month inc baby element you would qualify - usually those on a low wage. Figures are approx and based on you having one child at present. WTC and childcare help are not taken into account.
