Anyone else on housing benefit been asked to contribute to a rent buffer in advance of their switch to Universal Credit?

My DP lives with a Housing Association who have forced him to build up a 6 week rent credit as a buffer for when he transfers to Universal Credit from Housing Benefit. Has anyone else been asked to do this? I understand there is a 5 week wait for UC to pay but what difference does being in arrears for 5 weeks make when with HB he is 4 weeks in arrears anyway? I live in a council property and have not been asked to build up any such buffer.

Has anyone else been asked to add 6 weeks rent into their account ahead ahead of transferring to UC?

I haven't heard of this but it does make perfect sense.

Rent always has to be paid in advance, unless the council are paying your rent, ie: housing benefit.
Housing benefit has always been paid in arrears.
The same consideration is not afforded for anyone else.
