Yeah, that's the target. In the autumn budget Sunak said they'd all be migrated over by 2025. I don't think I've ever seen them but a target yet but you never know.

I'd put more faith in the inevitable delays caused by the Herculian administrative challenge required to shift everyone over in the next two years rather than any great political will to put a halt to the policy.

Managed migration pilot had started before pandemic, it wasn't going well. Very slow and lots if problems as I understand it. As PPs have said the natural migration figures are a lot lower that the government expected.

Covid has then massively delayed MM pilot and new expected completed roll out date is now 2025. I wouldn't be surprised at all if that wasn't pushed back further.

I remember back in 2014 being told everyone would be on UC by 2017! I think the answer to your question is how long is a piece of string!
