Going on dual carriageway , gap in central reservation with turning opposite on right hand side. No no right turn or no u-turn signs at this point. On starting to turn realise it is probably for cars joining the carriageway, not exiting. Would it actually be illegal to turn through it ?

I dont see why you CANT drive through it...

also you think its for cars JOINING duel carrageway.... so that means they would be joining the 'fast' lane which IMO seems very odd.

i can imagine lots of duel carrageways here where you turn RIGHT across 2 lanes

i cant imagine 1 duel carrageway / motorway where you 'join' the 'fast' lane

If there's no sign to stop you then I think you treat it the same as any other right-hand turn.
