Council tax debt help

So I lived at an address for a few years and moved out April 2015. Newham council started sending me letters for a huge council tax bill for an extra 7 months that I didn't live there.

I didn't have a new contract as I lived on a boat that was owned by a friend. I showed Newham that I was paying rent to this guy and asked them to contact the landlord of the previous address so she could tell them. She was completely shady as it was so she's obviously not told the truth about the date I moved out.

Newham went quiet for ages so I assumed it had been sorted. Years later I get a massive bill with all the extra add ons. I paid this off and now I've got another huge bill from another debt collection company. I've been trying to talk to Newham council and this debt company to explain that I've paid it and they keep insisting I speak to the other! I've been cut off about 10 times today and I just burst into tears. I don't know what to do other than pay it again. They're literally saying the debt collector is coming today.

Did you contact the council at the time you moved out?

Yeah I did because I was receiving some Housing Benefit at the time I wanted to make sure they knew I was leaving and had cancelled it along with me canceling my council tax. I've actually managed to speak to someone and they've confirmed the correct date of me leaving so they DID update it, but I'm still paying for it which is confusing

Do you have other proof of address for May 2015 onward eg bank statement, mobile phone bill?

With regard to the bill you paid off - you should have evidence of payment, can you send a copy of this off to the debt collection agency?
