Thames Water Bills

Hi

Sorry if I have posted in the wrong section but I have had a very very frustrating call with Thames Water, either the agent was explaining it completely wrong or I have lost the plot and can't grasp how Thames Water generate their bills. So the call went as follows, I submitted a meter reading last year Sept as 250, I received a bill saying I had used 250000 units - pretty straight forward. I then submit a meter reading this month to say my meter reading is 290, I receive a bill saying that I have 290000 units. I asked Thames Water if the bill was for the full year and they said no, that I had used 290000 since my last bill. I asked if the meter had been reset, they said no. I asked whether the units I have used since my last bill should be my current meter reading minus my previous one, they said no, they do not work like this and bill me the full amount and not the difference. Can someone please help me understand this?
