Electrical job & VAT

Hi , I had some electrical work done today & the paid by cash the electrician charged me VAT is this wrong ?

If the electrician is registered for VAT and is legally recording all of his work he has to charge VAT on all of his 'sales'.

Why would it be wrong if the electrician has a high enough turnover to be registered for VAT he has to charge it no matter how you pay

If he's VAT registered he should charge VAT and provide you with an invoice. It doesn't matter how you choose to pay the invoice.
