Changing a holiday - where does my friend stand

A friend booked a 2 week holiday for September ages ago. She now has to be back in England for the 2nd week of the holiday.
She has asked the travel agent (Thomas Cook - its an 18-30 holiday) if she can change it to one week and they are being vague. She is not the lead booker.

She has found a return flight getting her back in time and is tempted to book it, and then just not take the 2nd week of the holiday and not tell the agent. Will anything happen if she is not on the return flight booked as part of the package? Or if they find out she went home early.

Is there anything she can do - its not something she can claim on insurance, its to do an exam she did not realise we had.

They are saying because its a change she will face a cancellation fee or something?

There is room on the flight she wants - the one a week after she arrives.
