New gas supply to property - do i have to pay for the road digging up?

Gas supplier came to install new supply and said they couldnt do it. Apparently they need to get approval from council to close the road (it's a narrow road)
Bit annoyed anyhow as they quoted us knowing that the gas pipe which exists in the area already is at the other side of the road. Also they didnt show up until 3.30pm.
So, just wanted to know if we need to pay. TIA
