Credit card company haven't closed account

I keep receiving letters for a credit card I haven't used in years.

I have instructed them to close the account on numerous occasions.

Is this pretty normal practise?

That's so funny as dh keeps receiving letters about a Halifax credit card too. Each time they say it will be closed but they still haven't done it. The latest letter says the card hasn't been used for 15 years now!

Oops, I'm wrong, it's actually a bank account they keep writing about. Same issue though in that they keep saying they will close it and then don't
