If something is marked "Restricted - Commercial" what does it mean? If I use it as a base for my own document (it's a tender specification) will I get in trouble?

Whether it is marked copyright or not it is probably the copyright of someone else so unless you get their permission you may not use it. The marking Restricted probably also means it might be confidential information too. Slightly strange phrase to use but that does not affect the fact you are probably not licensed to use it at all.

I always took it to mean a person or company had put in time and experience - so you can't use it without their permission
