Help and advice needed, how do I get a refund for cancelled flight tickets???

Dunno if anyone can help.

I work at a uni, we regularly have trips abroad, the students pay for their own tickets.

In December there was a unit trip, but two students had to drop out, the travel agents agreed to refund less cancellation charges to which we agreed.
However now the travel agents wont take our calls and no refund!!
I've tried ringing the airline direct to see if they've issued a refund, but apparantly it's a data protection thing and I cannot get the information IATA only deal with companies that have gone bankrupt (they're very much in business, just not talking to us)

Any ideas how to go about getting the money back.
