Please could someone explain fuel cards to me?

I may be being very dense but would appreciate the help of anyone in the know.

If the P11D value of a fuel card provided by your employer is £4440, what is the true cost to the employee of that card?*

Is it £4440 x 0.4 per annum for a 40% taxpayer?
