Has anyone ever raised a formal complaint against the CMS?

I'm at my wits end and feel I have no other choice.

I am currently trying to do this but they are refusing to pass my case to the complaints team. I have asked on four separate occasions and yet I am still going round in circles with "but we can sort this out for you". Five months without a payment due to a "technical error" and no one will take ownership. I'm also at my wit's end. The system is a shambles and no better than the CSA.
