The ex is refusing to pay the CSA Weekly payment as he is taking our child on holiday, he said he is using this for his spends as she is in his custody that week and csa states he can do this - is this correct?

No, the amount is calculated based on the number of nights he has the child in a year, so is already factored in as an average. No need for him to adjust his payment.
