Identity fraud and that story was about a man who took identity of a little boy that had died but any fraud is horrible and taking money off innocent people without them knowing

So the fraud is stopping innocent people from getting mortages and credit just because some selfish horrible people are greedy, also making the innocent people liable and make them pay for the fraudster. How is that fair for the fraudster to get away with our money and identity?
