I have received a letter saying I owe £1500 from last year 2015/16. And because I didn't renew in time they have stopped the money
I recently moved in with someone so need to make a new claim anyway
Do you think they will take that money from this years claim or will I still have to find £1500

They will let you pay in instalments regardless

They won't deduct from your new claim because it is a debt in your sole name and the new claim is in joint names. They will let you pay in instalments though. I had a large overpayment and pay back. £126 per month by DIrect Debit.
