He could make an application to court for contact and PR. The court would likely order some contact until matters were sorted. Sounds like mother does not want father to be happy and move on with life. Mothers tend to be able to do what they want until a court order. Not really nice for dads but i have been through this with my hubby and his son. It is a costly way but if she is not willing to allow contact it seems court is the only way. in the meantime he should keep asking for contact even if she only allows him to talk to his daughter over the telephone it stands him in good stead if he does have to take the matter to court. all he can do for now is try and persuade her. does the daughter have a mobile he can ring her on?
