Landlord's Right to Enter

Not sure if this is place to post, but I figure someone in here will know, lol. We have had ongoing issues with landlord (HA) and it appears after threatening legal action they are now looking for problems with our tenancy.

We just received a letter saying that following a "street inspection" they had issues with our pets and garden... now our garden isn't visible from the street, so they must have been poking about in our back garden.

We didn't receive any prior notice of an inspection. Are gardens covered under the legal requirement to give 24 hours notice of inspection?
