switching personal tax allowance across two jobs

DH currently has one full time job. Last year though he had occasional shifts at a locum agency. He is still on their books. He has just received a letter about his tax allowance/codes for the 15-15 tax year. They have given £9k of tax free allowance to the locum agency (he hasn't worked a shift there for more than 7 months & doesn't anticipate working for them in the future, but would prefer to stay on their books in case circumstances change), & given an allowance of £1k to his permanent full time job. I've googled but nothing really coming up, is it possible to switch tax free allowances across jobs as obviously this arrangement means that £9k of tax free allowance is basically going un-used?!

Get him to phone them up.
Tell them that they do not know about his plans and to alter the split.
Make a note of the time and date of the call and the name of the person.
New codes will come through in 2 weeks.
