cigarette smoke coming into my flat

I have written to the council about 5 times, I am asthmatic, and there is constantly cigarette smoke filling my flat coming from the stairwell- my daughters room stinks of it just before she goes to bed. I keep trying to find out who it is, but they are gone when I look for them. Ive just had an attack as a direct result of it coming into my flat- its awful!
Don't know what to do really! the council keep writing that they will do something about it.....one year on......

Put a no smoking sign up? Use a draft excluder?

there are no smoking signs, and I do have a draught excluder! it still gets through.

Arrggh I feel your pain OP, I too am living with that problem, people can be so selfish sometimes. Sorry no advice though other than draft excluder...

But you have my total sympathy if you want to step outside and throttle the b***s doing it.
