Anyone know where to complain?

We live behind a row of shops, one of which is a mini-mart/off licence. Gangs of kids hang around the shop at weekends and then drift into our cul-de-sac drinking alcohol & then causing problems (peeing in the alley, shagging on car bonnets, loud screaming, smashing bottles etc).
We call the police but they don't do much.
Anyway...we've noticed that the blokes from the shop are handing bags of alcohol of the back wall of the shop to the kids - obviously they're buying it inside the shop (putting their order in) and he hands it over the wall so it doesn't look like he's serving them in his shop! He also sells them individual cigarettes. None of them are over 16.
Does anyone know where we can complain to get his licence revoked? It will be easy for us to get evidence of him doing this as they're not discreet about it

Not entirely sure, but I think maybe the council would be the ones to speak to. Or Trading Standards? Or the police as they are committing a criminal offence.

I think it's the local councils now who issue liquor licenses. They just revamped the liquor license laws and they are quite strict now. If you complain to the licensing board (whether it's the council or otherwise) you can probably ensure fairly easily that they lose their liquor license.
