Income Support - failure to notify of changes

I am in a right state. I am my brothers appointee and in 2012 I failed to notify that his capital had increased for a period over about a year. Previous to this he had had an assessment so I (wrongly) assumed that his payments were correct. I took my eye off the ball and as it crept up didn't notice. So his overpayment is probably around £500, today I get a letter about a £50 penalty notice and I have to have a reason why I didn't let them know, truth is I simply wasn't on the case, I have all on with a family, full time job and also I am a carer for Mum with dementia, plus my health isn't so good. I didn't realise I would have to keep them informed each month, do I? I just don't know. Obviously I will pay the fee, and all the money owed as it's my fault, just really stressed about it and all this responsibility, I am also Mum's appointee now too, too much pressure! I am just really upset now and want the whole thing sorted.
