renting a house - do you need proof of savings?

last time a friend of mine rented she was asked for proof of savings - quite a lot. at the time she didn;t have consistent payslips to prove earnings. do you think the request for proof of savings was in lieu of proof of earnings? now she has 8-9 months of consistent earnings, with pay slips etc. should this be ok? when I've rented in the past I had zero savings and have no memory of being asked. my friend is from e.europe and we can't help wondering if this had something to do with it.
