Can it be any bank/building society or is it only lloyds, Barclays and Halifax?

Not many are offering the scheme at the moment. I know that Halifax and Woolwich (Barclays) definitely do at the moment, and I also know tat Nationwide Building Society are not far away from starting the plan yet.
