Cash ISA - Quick Question

Can I set up an new 2013-14 ISA today and put money into it even though it doesnt come into operation till 6 April 2013?

No, you can only open it after 6th April. If you haven't used your full ISA allowance yet this tax year you can still fill it between now and then.
