Advice Please!

Last year I came back to the UK after having worked overseas (Europe) for twelve months. When I left the UK I told the tax office and advised them I was going overseas and therefore would not be claiming child benefit. When I returned to UK I put in a new claim for child benefit. They are now refusing to pay any child benefit!!!
I am a single parent, and have paid tax all my working life. I am not earning at the moment. Can anyone please tell me why I would not be entitled to child benefit? Anyone got any advice on how I can appeal? I have asked the tax office what basis thay are making the decision but so far they have not given me an answer. Its been over six months since I put my claim in.

Would appreciate any help.

Thanks!
