a lady i work with has a tax credits exemption card but her partner works also and is on a reasonable pay? i havent asked her how she got it

There's a flowchart here which explains who would be entitled to one. The first test is that the household income is less than £15,276 but there are other criteria e.g. some element of disability in the claim.

Possible she is claiming as a single parent I suppose.
