how can step-father adopt?

my dh wishes to adopt my very vulnerable dd to provide stable family for her.
anyone know any circumstances he could do this as birth father still living and will not consent?

I didnt think it was possible without consent although I have no legal expertise.

How involved in her life is your dd's biological father? Does he see her? Does he pay maintenance? If he has little input in her life, the court may decide that he is withholding his consent unreasonably and grant the adoption anyway.
