self assesment question

been on hold for zzz years to the IR - i work from home online business and do soem mileage associated with my business - going to the post office mainly - how much per mile can you put down on your tax return - not claiming the insurance or anything just the mileage - me thinks its 40p - is it or has it gone up? Also i have listed these expenses to divvy up accordingy
Gas
Electricity
Water
Council Tax
House Insurance
Mortgage Interest
Broadband/ House Phone
Mobile Phone
Car mileage

I am going to add up the rooms in the house (i exclude kitchen and utility and toilet right?) and divide by no of rooms i use so 1. Am i right? so eg .500 on elec/ 6??? or do i include the kitchen?
