"Significant reductions in the childcare element of WTC"- WTF?

A one-liner in an article about the cuts in last week's Observer- I nearly missed it, then, upon reading it, had a minor heart attack. Does anybody know anything else about this? What do they mean by "significant reductions"? Getting 80% of my childcare paid for is an absolute lifeline at the moment, as I am trying to start a business and still making a thumping loss.Quite how do the Tories think this is going to encourage low-income parents into work?

Yes, I think they may have already done it as our childcare has completely disappeared recently - although it was only £10 a month and I pay £100 a month. Although our income hasn't changed they now say we earn too much to claim it.
