HCG below 5 but still bleeding

I didn't think this would drag on so long and I am not sure if this is normal or not.

I found out at my 12 week scan that my pregnancy had not developed past 5 weeks.

I had had no bleeding or signs but the day after the scan started to bleed a little.
The scan was 10th March.

I went back 5 days later for another scan and they could see the sac was moving towards my cervix but had not yet passed so I was given pills for medical management. The sac and some clots passed about 48 hours later. I was surprised at how little pain/ bleeding I had.

No bleeding for 2 weeks and then bleeding for a day.

No bleeding for a further 2 weeks and then bleeding for 2 days.

No bleeding for a weeks and since then bleeding everyday (about 2 weeks) in the past 2 weeks it has been mostly light bleeding but sometimes slightly heavier for about 5 minutes!
This morning I have had a fairly heavy (for me) bleed with clots.
I am not worried about blood loss because it really isn't very heavy. But I am wondering about retained product. I have no other signs of infection.

The thing I am finding hard to understand is that I had my HCG checked 2 weeks ago and it was 38 then one week ago and it was only 4. Could this still be retained product?

I had a phone appointment with a midwife 2 weeks ago and she said no need to come back if HCG is under 5. But I have been bleeding everyday since then whereas before it was fairly sporadic.

I am really starting to despair. I just want this over with now :(

I am going to try to contact a midwife today but I live abroad and my language skills aren't great so it is difficult to get all the answers.

How long have you been bleeding this time around? Mine lasted on and off for about two weeks and I had some brown spotting into the third week.

@anon0704 thank you for replying.
For just over 2 weeks I've been bleeding every day. But really not very much, usually just when I wipe and occasionally with clots.
But it is over 6 weeks since the first sign of miscarriage and over 12 weeks since the embryo stopped developing.
It just feels like it isn't going to settle on it's own...
But as the HCG has dropped now then maybe it will?

I would say it's definitely worth another call and asking for another scan. I was given the number for the EPU after my miscarriage. They said to check in if anything was off or I had concerns.

So sorry to hear about the bleeding and uncertainty. I know its awful, because every time you go to the loo, its a reminder of what happened.

I needed medical management for my 1st pregnancy, I was 11 weeks. I bled on and off for 2mths!!! I had no idea that length of time was excessive, and wasn't even told to go another pregnancy test! My bleeding would range from spotting needing a panty liner, stopped for a day, start again for 2 days a bit heavier, stop another day etc. It finally stopped for 2 weeks, then my period started. Out came a small product of conception!!! I had no fever, foul discharge, pain or anything. I had a scan and all clear, but that period was really heavy for 2 days. Almost heavier than the MC! The just spotting for 3!

I did a lot of reading which said that the body will try to expel any products, even if it take 1-2 cycles to do so! Have you had a ultrasound yet? It must be very difficult with the language barrier too. Could you write out some questions then use your phone to translate?
