It's like a spell isn't it - if you hex someone you wish them bad luck - like the evil eye.

Could be completely off the track, mind!

It means to put a curse on something or to wish bad luck on someone.

It is also base 16 in maths (hexadecimal).

Was there any particular context it was used in?
