Advice who contacts csa him or her?

My friend's ex has stopped maintenance payments and she has told him to contact csa. HE WON'T but I thought that she had to contact them to chase him?
Am I right?

Is he paying through CSA in the first instance ?? If he is and has stopped paying she will need to chase it up, I seriously doubt CS Awill chase it up unless severley prodded

Does she know why he has stopped payments ?? If he thionks he is paying too much or his circumstances have changed its in his best interests to contact them

No it was a private arrangement but he has had another baby with someone else last year and now says he can't afford to pay her.

The clock starts ticking for calculation of arrears from the time the CSA contacts the non-resident parent so it's worth doing it sooner rather than later.
