Non payment of child maintenance

I have never received a child maintenance payment in the 3 years since separation. This is a direct payment arrangement and there is an attachment of earnings on his benefits.
i have never received anything because the person owes money elsewhere (i assume) and therefore by deducting the child maintenance amount would leave them below the legal limit to live on.

is there anything I can do?

They are already making deductions straight from benefits- except no deductions are being made
